HONGKONG. 21st November, 1919.
I have the honour to inform Your Lordship
that an application has been received from several well-know
residents of the Colony for a piece of land at the Eastern end
of the Island of Hongkong near the village of Shek 0 and about
two miles North of Cape d'Aguilar.

This part of the island is very difficult
of access by land and as the coast is quite unprotected it is
often impossible to land there owing to the heavy swell, I
understand that for some years past my predecessor had intended; to put forward proposals for developing this district, but that
owing to the war it was considered undesirable to incur any
expenditure. Provision has been made for beginning a road next
year which will reach Shek O by the route shown dotted red on
the plan enclosed. By taking this route it is possible to keep
at a lower level than if the route of the existing path by
Pottinger Gap were adopted.

The area of land now applied for which is
about 60 acres in extent, is shown in blue on the plan, with a
small portion coloured red. It is proposed by the promoters of
the scheme to erect a Club House on the red area and to make
gordens and tennis courts adjoining it, and to lay out a nine hole Golf Course on the rest of the land. The membership of
